Project at a Glance
Key Distribution Center is a 602,500-square-foot warehouse strategically located less than one mile from Interstate 81 in Carlisle, PA. Through careful planning and collaboration, a brownfield site was turned into a state-of-the-art facility that increased job opportunities and made one community a safer place to live.

Challenges

The 46-acre site was properly zoned, but remained largely undeveloped for more than 20 years.
- A neighborhood of 52 homes lay adjacent to the site and news of the new construction quickly sparked neighborhood concerns and legal action by 40 registered interveners.
- The eight acres that had been developed featured a 35-year-old industrial plant with environmental concerns and subsurface contamination.
Success

Presented several design compromises to neighbors, which helped to foster a trusting relationship between developer and community.
- Gained neighbors’ support of modified design of the new facility and settled the zoning appeal.
- Implemented a Pennsylvania Act 2 Consent Order, resolving the contamination issues and neighborhood concerns, and ensuring the construction schedule would not be affected.
- Improved traffic patterns and neighborhood safety by re-routing an entrance road into the neighborhood, fulfilling a Borough objective.
